Quirky behavior, tics, could be Tourette's

I recently had a question from the mother of a 2 1/2-year-old boy about whether or not his repetitive eye blinking and nose rubbing were simple tics. Some children of all ages have quirky behaviors that concern parents and often these behaviors are benign and will go away on their own.
